Date: June 18, 2024 at 6:00 PM.
Attached is the City Council public hearing notice for the Victoria Apartments Project, which is a multi-family apartment complex that requires legislative action to amend the General Plan, Local Coastal Plan and Zoning Map to change Land Use and Zoning designation of the property from Community Facility” and “Recreation” to “Victoria Boulevard Specific Plan” creating new development regulations for the property. Additional actions are required to approve a Development Agreement and certify the Victoria Boulevard Apartments Environmental Impact Report (EIR). On May 13, 2024, the Planning Commission took action to recommend the City Council approve the legislative actions, Development Agreement, and certify the EIR for the project.
On May 13, 2024, the Planning Commission also approved Coastal Development Permit CDP20-0005, Site Development Permit SDP20-0007, Vesting Tentative Parcel Map TPM20-0001 to demolish the existing Capistrano Unified School District (CUSD) bus yard and develop a two- to five-story, 306-unit apartment complex with an attached six-story (seven-level) parking structure, recreational buildings on the sixth level, and associated amenities throughout the site.
On May 22, 2024, the Planning Commission’s action was appealed by Supporters Alliance for Environmental Responsibility (SAFER). The City Council will also consider the appeal at the subject hearing.

Capistrano Unified School District (CUSD)
On April 17, 2024, the CUSD Board approved the lease of the project site at 26126 Victoria Boulevard with Toll Bros., Inc., and approved a Development Agreement with Toll Brothers, Inc. and the City of Dana Point. A link to the report and supporting document is provided here:

The City of Dana Point is conducting the visioning phase of its General Plan Update. The original General Plan was adopted over thirty years ago, in 1991, and now is the time to rewrite it for the 21st century. The visioning phase will take place during 2023. It will encompass a variety of in-person and virtual community engagement efforts to help create the vision for the future of our beloved coastal town.
